You would think not but given Gordon Brown’s apparent constitutional enlightenment over the past 14 days, you could be forgiven for thinking that it may well be.

However, a mirage is always going to be a mirage. We as a country cannot afford the long march through yet another desert only to find that there is no water at the end of it.
